Waco City Council Recap: Floyd-Casey Redevelopment Update and Prosper Waco Snapshot

The Floyd-Casey Redevelopment, located just off South Valley Mills Dr, was supposed to complete their first phase of construction in November. Due to unforeseen issues with water lines and utilities, that deadline was missed.

Jeremy Pesina, assistant director of Economic Development, said that the department is suggesting an extension for the first phase of construction to be completed by November of 2025. They are also asking that vertical construction be allowed on lots that are ready for that, even if other areas of the development have not completed the first steps.

"You drive by the site, not really sure what’s happening, but you do know what’s happening once things go vertical," Pesina said. "So with the phased approach it allows us to have vertical construction and for individuals to really see the progress that’s happening as opposed to just looking like we’re playing in the dirt."

The City Council will decide on an extension at a later date.

In October, Prosper Waco held their 2024 Summit where they presented from their 2024 Waco Snapshot Report. The City Council invited Dr. Jeremy Rhodes, Senior Director of Data & Research to share key findings from this study.

The study focused mainly on housing and poverty in Waco, showing Waco consistently above the state in average poverty level and average children living in poverty.

Councilwoman Andrea Barefield said this data helps the council prioritize certain policies.

"So regardless of how it makes you feel, the data is the data. And so then we can now make decisions on how we make changes to affect the data," she said.

Prosper Waco plans to repeat the Snapshot in two years.

The council also heard updates on the Doris Miller Indoor Pool, the South Waco Community Center’s Mural Project, Texas Department of Transportation’s upcoming Waco projects and recommendations for acquiring public art.

The Council is not scheduled to meet again until January 21, 2025.
