The Texas Education Agency on Friday released its A–F accountability scores for the 2024 and 2025 school years. Waco ISD received an overall grade of D for both years.
Superintendent Tiffany Spicer called the ratings disappointing but said the district already has a growth plan in place.
“We are taking some preventative measures to make sure that we can strengthen some things,” Spicer said in a video statement.
She said curriculum and scheduling changes were implemented before the school year began, with some adjustments based on student feedback. The district also created a new Office of School Leadership to support campus administrators and student success.
Spicer said new growth-tracking systems are in place to monitor student progress throughout the year, including for pre-kindergarten students.
“We are very intentional about the systems we put in place to track growth," she said. "Even if you think about our littles – our pre-k kiddos – they’re not testing, but we do want to make sure there’s foundational skills in place for them to grow.”
She said the district is focusing on improving results for the next ratings cycle.
“It is what it is, that’s in the past. We can’t undo anything in 24 or 25. We can control what happens in 26,” Spicer said.
The 25 rating marks the fourth consecutive "D" for Waco ISD. A fifth consecutive "D" could lead to TEA takeover of Waco ISD.
Connally ISD is one of five Texas school districts now at risk of TEA takeover due to continuous low scores.
Of the 18 school districts in McLennan County, five received an A rating. None received an F. You can find a list of 2025 rankings for McLennan County School Districts below.
