$9 Billion House Bill Pitched As A ‘Holistic Approach’ To School Finance

At a press conference Tuesday, members of the Texas House announced their school finance bill, HB 3.

The plan is an alternative to the current recapture or “Robin Hood” system that has become a thorny issue for so many Texans.
